My Lord:-

I have the honour to acknowledge the re-

ceipt of your Lordship's Circular Despatch of this

series of the 18 th. instant instructing me to forward

direct to the Colonial Governments, therein specified,

which have acceded to the International Convention

ne

signed at Venice in 1897 any notifications of plague

which I may receive from the Netherland and Luxemburg

Governments.

With reference to this instruction I venture

to ask whether I should likewise forward such notifi-

cations to the Governments of Mauritius and Hongkong

from whom I receive notices of plague in those colo-

nies for communication to the Luxemburg Government as

the latter have no official representatives there.
